The contact tracers will have the final determination about who is at risk but they consider things such as the duration of time spent within a proximity closer than 6 feet, whether or not one or both parties had on a mask, when the possible exposure occurred in relation to the beginning of symptoms--specifically if it occurred within 48 hours of the onset of symptoms.
